| PHASE 4 Infrastructure Development and Planning for Tourism
4.1. Construction of Park Centre complex on Pulau Boheydulang Construction of the complex containing the Park HQ, Pearl Farm and Police Field Force will begin once the site has been made ready. The construction phase will be carefully controlled and monitored in order to prevent environmental damage.
4.2. Pearl Farm becomes operational Assuming that the plans of the private company to invest in the farm are carried forward, and the lease has been signed with Sabah Parks, production will go ahead.
4.4. Tourism development plan developed The outline proposals for tourism development (Management Plan, Section 9, p. 111) will be further developed by Sabah Parks and the Tourism Development Committee. Detailed strategies will be worked out as the tourism plan develops, but it is important that a cautious approach is taken from the outset. Once specifications have been agreed, tenders for the development of tourist facilities will then be invited. Private companies will be required to adhere to stipulated regulations and restrictions, for example relating to size of developments, location, access, visitor numbers and other operational details. An independent impact assessment will also be required before the concession is granted, and development will be allowed to go ahead only if the impact assessment is satisfactory. Priority will be given to private companies that put high environmental standards at the top of their agenda. Once established, the facilities and their operation should continue to be monitored to ensure that there is compliance with the terms of the concession agreement.
4.5. Work on overall design concept for Visitor facilities. The design and operational details of the proposed visitor facilities (Management Plan Section 9.9. p. 122) will be discussed and developed further by the Tourism Development Committee. The work will then be put out to tender, or completed by Sabah Parks (e.g. in the case of trails). Plans for the following facilities will be developed:
